A non-inverting Op Amp provides a gain in voltage. (a better explination goes here).
The Gain in voltage is determined by 1 + (R2 / R1).

This is used in the PowerSupply to boost the 5.333 voltage to a voltage of 11.851 (roughly 12 volts)
